The HAAP (Hybrid Access Aggregation Point) chassis selects a line-card with the lowest utilization to process the HA tunnel setup request. If there is more than one line-card that has lowest utilization, the HAAP selects a line-card between these line-cards randomly.
After the line-card is selected, the HAAP responds to the tunnel setup request with the corresponding T3 IP address as the source IP address of the GRE (each line-card has a corresponding T3 IP address).
