Cell ID Entry Number Range :  The number range of Cell IDs entries in one Warning Indication message. Randomly select the value each time to indicate number of Cell ID entries to be included in one Warning Indication message.

MinThe min number of Cell IDs entries in one Warning Indication message. Range : 1 to 1500, default : 1

MaxThe max number of Cell IDs entries in one Warning Indication message. Range : 1 to 1500, default : 3
